Internet Speed & VPN Performance in Romania

A technical resource on Romania’s broadband landscape, its major internet providers, and why VPN and remote-access performance often falls short of line speed, plus how to fix it.

1 · Country Overview

Romania has one of the fastest fixed networks in the world. Dense apartment-block fibre built by Digi and its rivals means FTTP reaches over 95% of homes, including most rural areas, and median fixed speeds sit near the top of global rankings. Mobile is a different story, with 5G coverage well behind the EU average.

2 · Broadband & Mobile Speeds

Romanian last-mile infrastructure is effectively fibre-complete. Digi’s FTTB and FTTH networks set the price and speed benchmark, with Orange and Vodafone offering comparable gigabit plans in most towns. For remote workers the limit is almost never the access line: it is Wi-Fi inside the home, the mobile network away from it, and the corporate tunnel in between.

  • Near-universal fibre: FTTP covers around 96% of homes and around 94% in rural areas, one of the highest levels in the EU.
  • Symmetric plans are normal: Gigabit and multi-gigabit fibre plans with high upload are sold at very low prices, so upstream capacity is rarely the constraint.
  • 5G lags fixed: Basic 5G coverage was only around 60% of the population in 2025 and much lower in rural areas, so mobile users often fall back to 4G.

Speed figures are directional medians, not advertised plan speeds.

3 · Major Internet Providers

The Romanian fixed market is dominated by Digi, which holds around three quarters of fixed broadband connections, with Orange and Vodafone as the main challengers. The 2025 break-up of Telekom Romania Mobile between Vodafone and Digi has further concentrated mobile.

4 · VPN Performance Challenges in Romania

Romanian users have some of the fastest home connections in Europe, so tunnel overhead is especially obvious. When a gigabit fibre line delivers tens of Mbps inside a corporate application, staff can see that the VPN, not the network, is at fault.

Gateway ceiling on gigabit fibre

Hardware concentrators sized for older, slower networks cannot match thousands of users on gigabit FTTH. Throughput collapses to the appliance limit regardless of how fast the home line is.

Outsourcing traffic to Western clients

Romania’s large IT and outsourcing sector in Bucharest, Cluj-Napoca, Iași and Timișoara works inside client networks in Germany, the UK and the US. Staff often chain tunnels through an office gateway and then into the client, adding latency at every hop.

Hairpinning through Bucharest

Most peering and data-centre capacity sits in Bucharest. Users in Cluj or Timișoara, far closer to Budapest and Vienna, route to the capital first and then back west to reach cloud regions in Frankfurt.

Wi-Fi and 4G on the last metre

In-home Wi-Fi in dense apartment blocks suffers heavy interference, and outside the cities many mobile users are still on 4G. Loss and jitter on these final links degrade tunnel performance far more than the fibre behind them.

The result is a stark gap between a world-class fixed network and the application performance Romanian employees actually experience through legacy VPN infrastructure.

5 · How Cloudbrink Helps

Cloudbrink’s high-performance ZTNA service removes the VPN appliance bottleneck. Software-only FAST edges are placed close to users at nearby points of presence, and accelerated transport with preemptive packet-loss recovery keeps effective throughput near the line rate, delivering up to 30× faster app performance when congested Wi-Fi or 4G makes the last mile lossy.

Seamless mobility

sessions survive Wi-Fi ↔ 5G handovers and commutes

For Romanian organisations whose staff already have gigabit fibre at home, seamless mobility across Wi-Fi and 5G handovers ensures applications finally keep pace with the network beneath them.
