2 · Broadband & Mobile Speeds

Poland’s fixed broadband market is undergoing a major transition toward fibre. The FTTH Council Europe reported 83.1% FTTH/B coverage in 2025, with approximately 13.6 million homes passed and 5.6 million FTTH/B subscribers.

  • Rapid fibre expansion: Poland reached 83.1% FTTH/B coverage in 2025, continuing a multi-year expansion of full-fibre infrastructure.
  • Fibre is increasingly the primary fixed technology: UKE’s 2025 market data show fibre/FTTx becoming the dominant fixed-access technology, while legacy xDSL continues to decline.
  • Gigabit services are increasingly available: The FTTH Council reported 5.6 million FTTH/B subscribers in 2025, while UKE’s 2025 market data show continued growth in higher-speed fixed connections.
  • Strong mobile growth: Poland had approximately 53.8 million cellular mobile connections at the end of 2025, equivalent to 142% of the population because many people and businesses use multiple SIMs. Approximately 98.7% of mobile connections were capable of broadband access via 3G, 4G or 5G.
  • Measured performance is improving: UKE’s 2025 open-internet report found that the average download speed across fixed and mobile access technologies measured in April 2025 was 160.28 Mbps, up 18.84% from April 2024. Average mobile download speed reached 86.86 Mbps, up 20.84%.

3 · Major Internet Providers

Poland has a competitive telecommunications market combining several major national operators with a large long tail of regional and local providers.

The most important national operators include Orange Polska, Play, T-Mobile Polska and Plus, alongside major fixed-line and cable providers and numerous regional fibre operators.

4 · VPN Performance Challenges in Poland

Poland’s broadband infrastructure is improving quickly, but line speed is only part of the performance story.
