Internet Speed & VPN Performance in France

2 · Broadband & Mobile Speeds

France is now one of Europe’s more extensively fibre-connected markets. Arcep reported that 42.8 million premises — 94.9% of the 45.1 million premises in its inventory — were eligible for FTTH at the end of March 2026. Fibre represented 84% of fixed internet subscriptions.

Ookla data reported at the beginning of 2025 put France’s median fixed download speed at 267.25 Mbps and median mobile download speed at 110.56 Mbps. The median fixed download speed had increased by 28.9% over the preceding year, while median mobile download speed increased by 38.9%.

  • Fibre-first market: FTTH has become the dominant fixed-access technology in France, with 84% of fixed internet subscriptions using fibre by March 2026.
  • Strong national coverage: France had 42.8 million premises eligible for FTTH by the end of March 2026, leaving approximately 2.3 million premises still to be covered.
  • Urban and rural convergence: Fibre deployment has expanded well beyond the largest cities, with Arcep reporting broadly similar coverage levels across different density zones.
  • Mobile connectivity: France has extensive 4G coverage and continued 5G deployment. Arcep reported more than 99.9% of mobile sites were 4G-capable at the end of 2025.
  • Performance still varies: Advertised access speed does not necessarily equal application performance. Latency, packet loss, Wi-Fi conditions, routing and VPN overhead can all affect the experience of SaaS, video conferencing, VDI and file transfers.
Cloudflare’s current Internet Quality data for France illustrates why bandwidth alone is not a complete measure of user experience: its current IQI measurements show a median estimated bandwidth of about 33 Mbps and median latency of about 20 ms under its measurement methodology. These figures should not be presented as an alternative to Ookla’s national fixed-broadband speed statistic because the methodologies measure different things.

3 · Major Internet Providers

France’s consumer broadband market is built around four major national operators: Orange, SFR, Bouygues Telecom and Free. All four operate extensive fixed and/or mobile networks, with fibre forming the core of the modern fixed-access market.

4 · VPN Performance Challenges in France

France’s widespread fibre deployment means that raw access speeds are often much higher than they were a few years ago. But a fast broadband connection does not automatically translate into fast application performance.

For hybrid workers in France, VPN and remote-access performance can be affected by several factors:

Latency and routing

A VPN can introduce additional network hops between the user, the VPN gateway and the application. When traffic is forced through a centralized corporate gateway rather than taking an efficient path to the application, interactive applications can feel slower even when the underlying broadband connection is fast.

Packet loss and retransmission

Even a small amount of packet loss can affect TCP-based applications and encrypted tunnels. Wi-Fi interference, overloaded access points, local network congestion and problems on the last mile can cause retransmissions that reduce effective application throughput.

VPN encryption overhead

Encryption and inspection add processing and networking overhead. The impact can become more noticeable when employees are simultaneously using video conferencing, cloud applications, large file transfers and virtual desktops.

Mobile and changing networks

French hybrid workers may move between home broadband, office Wi-Fi, public Wi-Fi and 4G/5G networks. Traditional VPN connections can be sensitive to network changes and temporary interruptions, creating reconnects or degraded sessions.

The result is a familiar gap between the speed advertised by the ISP and the performance users experience inside business applications. A high-speed fibre connection can still feel slow when packet loss, latency, inefficient routing or VPN processing become the limiting factors.
